Handling requests and complaints related to accessibility

Request for digital accessibility
Everyone has the right to request that the Marshal’s Office of the Pomeranian Province (hereinafter referred to as the Office) ensure the digital accessibility of its website, mobile application, or any element thereof. Anyone may request the Office to provide information by alternative means, for example by reading a document that is not digitally accessible, describing the content of a film without audio description, etc.

In such a request, please provide:

    • your first and last name,
    • your contact details,
    • the exact address of the website where the digitally inaccessible element or content is published,
    • a description of the problem and a suggestion on how to solve it.

We will respond to your request for accessibility immediately, no later than within 7 days of receiving your request. If we are unable to meet this deadline, we will inform you immediately. We will also provide information on when we can resolve the issue described in your request. The new deadline will not exceed 2 months from the date of receipt of your request. If it is not possible to ensure accessibility as described in the request, we will offer you an alternative solution.

You may refuse to use the proposed alternative means of access to the website/mobile application or its elements.

If you consider that our response, the manner in which we ensured accessibility or the alternative access proposed would be inappropriate, you have the right to lodge a complaint against us.

Complaint about digital accessibility
Please address complaints about digital accessibility to the supervisory authority, i.e. the Marshal of the Pomeranian Province.

Ways to contact the Office to file a complaint:

      • complaints and requests can also be submitted verbally – for the record, which will be drawn up by an employee of the Organization Department during the meeting at the Office.

If the Office does not respond to your complaint about lack of accessibility within one month and does not inform you of the outcome of the complaint within the specified time, you can file a complaint about inaction.

You can also contact the Office of the Ombudsman and ask the Ombudsman to intervene in your case.

Ensuring architectural and information and communication accessibility

Informing the Office about the lack of architectural or information and communication accessibility

Anyone, without having to demonstrate a legal or factual interest, has the right to inform the Office of a lack of architectural or information and communication accessibility. In such a case, you can use the same method of contacting the Office as when submitting a complaint about digital accessibility.

Only a person with special needs or their legal representative, after demonstrating a factual interest, has the right to request architectural or information and communication accessibility.

In such a request, please provide:

      • first and last name,
      • contact details,
      • indication of the barrier that hinders or prevents architectural or information and communication accessibility;
      • indication of how to contact the applicant;
      • indication of the preferred method of ensuring accessibility, if applicable.

We will respond to requests for accessibility immediately, no later than within 14 days of receiving the request. If it is not possible to meet this deadline, we will inform you immediately.

We will also provide information on when we can resolve the issue described in the request. The new deadline will not be longer than 2 months from the date of receipt of the request.

Disclaimer
In cases justified by exceptional circumstances, where ensuring accessibility in the manner specified in the request for accessibility is impossible or significantly impeded, in particular for technical or legal reasons, we will immediately notify you of the inability to ensure accessibility. In such a situation, we undertake to provide alternative access.

If, in your opinion, our response, the manner in which we ensured accessibility, or the alternative access we proposed were inappropriate, you have the right to lodge a complaint.

Complaint about lack of architectural or information and communication accessibility
Complaints should be submitted to the President of the Management Board of PFRON within 30 days of:

      • the expiry of the following deadlines:
      • 14 days for ensuring accessibility,
      • indicated in the notification of the reasons for the delay in ensuring accessibility;
      • receipt of notification that the Office is unable to ensure accessibility within the scope specified in the application and in connection with the Office’s failure to take action to ensure alternative access.

General characteristics of the buildings
Main building and locations at Augustyńskiego 1 and 2 and Rzeźnicka Street
The buildings are located in close proximity to the main intersection of Okopowa and Toruńska Streets. The close location of all four buildings allows for easy access from other parts of the city, both by public transport and by private means.

    • National Museum (approx. 150 meters),

Bus lines are served by low-floor and high-floor vehicles.

Parking + parking spaces
Free parking spaces, including spaces for people with disabilities, are available in the multi-storey car park at Okopowa 21/27. Additional spaces are available on the street, in the immediate vicinity of the buildings.

There is one space for people with disabilities directly at the main entrance to the building at Augustyńskiego 1.

A paid parking zone is in force around the Office – Sector Stare Przedmieście ASP

Access to the buildings is free of architectural barriers. The only exception is high curbs on the sidewalk on Rzeźnicka Street.

Main building
Entrances to the building

  • from Okopowa Street (main entrance) – stairs lead to the entrance. There is a wheelchair ramp on both sides of the stairs. The handrails leading to the building are marked with the words “Urząd Marszałkowski” (Marshal’s Office) in raised lettering and Braille. The entrance doors open automatically. There is an intercom and a call button at the entrance.
  • from Toruńska Street – the entrance leads to a ramp, the door is opened manually. Inside the building, use the elevator (type: through elevator), which stops on every floor of the Office.
  • from Rzeźnicka Street – entrance through a gate or an automatically opening gate leading to the internal car park of the Office, partially inaccessible to people with special needs – staircase without a platform lift.

Signs
<ul

  • the building is clearly marked with an information board at both entrances (from Okopowa Street and Rzeźnicka Street),
  • behind the vestibule, in the main hall of the building, on the right-hand side of the main entrance, there is a tactile plan of the entire ground floor of the Office on a pedestal,
  • a second floor plan of the building is mounted opposite the staircase from the entrance from Rzeźnicka Street, the plan is hung on the wall to the left of door no. 4a, which leads to the General Office,
  • on floors 1 to 4, tactile plans are mounted on the walls opposite the staircase leading from the entrance to the building from Toruńska Street,
  • in the building, some of the rooms that are important for visitors to the Office are marked with a room number in Braille and in raised text (e.g., General Office, Provincial Council Office, Provincial Executive Office, Regional Social Policy Center)
  • all handrails on staircases are equipped with signs indicating the direction of movement, for example “to the 1st floor”; the signs are in raised text and Braille.

General Office of the Office

  • The office is located in room 4a on the ground floor, in the corridor to the left of the main entrance to the building.
  • The service desk is designed exclusively for people standing, with a counter height of 120 cm.
  • A portable induction loop is available in the office.

Induction loop
A stationary induction loop is installed in Room i. Lecha Bądkowskiego. A portable induction loop is permanently available at the General Office. At the request of the interested person, the Office provides 3 additional portable induction loops for each room.

Accessibility of the Lech Bądkowski Conference Room (Round Room)

  • entrance accessible to persons with special needs only from the main entrance to the Office building,
  • entrance from Rzeźnicka Street through the internal car park via stairs only, handrails marked with the inscription “Sala L. Bądkowskiego” in raised lettering and Braille,
  • the room has a theater layout, wheelchair access is only possible on the lowest level, there are no thresholds at the entrance,
  • the room is equipped with a sound system, two large wall screens, and an induction loop.

Toilets
Toilets are available on every floor of the building. The main toilet is located next to the cloakroom near the main entrance to the building. All toilet doors have signs in raised text and Braille indicating the type of toilet: women’s, men’s, accessible.

Horizontal communication in the building
The corridors are free of obstacles – the layout of the space, the width of the corridors and the doors ensure a barrier-free route. On the upper floors, in the vicinity of the elevator shaft, the differences in corridor levels are compensated by unmarked ramps.

Elevators

  • the first elevator is located in the main part of the building – the elevator is accessible
  • the second elevator is accessible at the entrance to the building from Toruńska Street. This elevator has a voice announcement of floor numbers
  • Both elevators are through elevators. Information signs with the word “Elevator” and the number of the appropriate floor in raised text and Braille are located above the call buttons.

Buildings at Augustyńskiego 1 and 2 and Rzeźnicka Street

  • entrances to buildings partially adapted for people with special needs
  • manually operated doors,
  • a ramp is available in front of the building at Augustyńskiego Street 1;
  • in the building at Augustyńskiego Street 2, the main entrance leads to the high ground floor – stairs or a stair lift only,
  • in each building, near the main entrance, there is an information board or monitor with information on the layout of the rooms; additional information is provided by the reception staff,
  • elevators are installed in all buildings,
  • toilets for people with disabilities are available in each building,
  • routes in all buildings are free of obstacles – in the building at Augustyńskiego 1, access to rooms on the mezzanine floors is provided by stair lifts,
  • there are no signs in raised text or Braille in the buildings.

Building at 19/21 Równa Street

  • The nearest bus stop is Równa 1 (about 800 meters), accessible by line 123, which is served by low-floor vehicles.
  • Parking + parking spaces – free parking spaces, including for people with disabilities, are available directly in front of the building.
  • The building is clearly marked with an information board at the entrance, but there are no Braille signs, contrasting markings or large print inside.
  • There is one entrance to the building – there is a ramp next to the stairs and the doors are manually operated. Inside the building, there is a lift that stops on each floor.
  • Access to rooms on each floor requires contacting an employee of the Office – the doors are opened with an electronic code.
  • Branch office at 18a Jaracza Street in Słupsk
  • The office is located directly at the intersection of Jaracza and Witolda Lutosławskiego Streets.
  • It can be reached by public transport (lines 5, 25, and 28) and by car.
  • There is a car park with spaces for people with disabilities directly next to the building.
  • There are two entrances to the building from W. Lutosławskiego Street:
  • the main entrance via stairs, manually operated doors,
  • from the car park – a ramp leads to the entrance, manually operated doors, stair lift inside.
  • There is no elevator in the building, access to the first floor is by stairs only.
  • On the ground floor, there is a room adapted for people with special needs, no induction loop.
  • There is a toilet for people with disabilities on the ground floor.
  • There are no Braille signs, contrasting signs or large print signs in the building.

 

Communication and information accessibility

Services for deaf and hard of hearing people

  • At the Marshal’s Office of the Pomeranian Province, it is possible to use the services of a sign language interpreter. Pursuant to the Act of August 19, 2011 on sign language and other means of communication (Journal of Laws of 2017, item 1824), a person experiencing permanent or temporary difficulties in communication may use the assistance of a sign language interpreter when dealing with matters at the office.
  • The intention to use the assistance should be reported at least 3 working days before the date of the intended handling of the matter:

    • submit a request to the General Office of the Office in room 4a, ul. Okopowa 21/27, Gdańsk, 80-810, between 7:45 a.m. and 3:45 p.m.

Assistance dogs

All buildings and rooms of the Marshal’s Office of the Pomeranian Province are accessible to assistance dogs and guide dogs.
