It issues opinions and analyses programs, forecasts, studies, reports, draft legislation, and analyses concerning rural areas and agriculture, and monitors their implementation. It provides information on the environment and its protection. It is responsible for the development, implementation, updating, monitoring, and reporting of provincial waste management plans, air protection programs, and environmental noise protection programs. It maintains a provincial database on waste generation and management and a register of the types, quantities and locations of substances posing a particular threat to the environment (asbestos and PCBs).
In addition, it accepts and evaluates applications for the list of traditional products and handles matters related to the European Network of Regional Culinary Heritage. It issues permits for the introduction of animal husbandry technologies not previously used in the territory of the Republic of Poland and for the purchase of poppy seeds and fiber hemp. It also deals with the creation, transformation, and liquidation of landscape parks. It agrees on long-term hunting breeding plans. It is responsible for fisheries management and geological information.
