The Working Team was established due to the Letter of Intent signed on 5 May 2012 regarding the cooperation on economic revival of Gdańsk-Bydgoszcz-Toruń-Warszawa section of IWW E40. The Team consists of representatives of different backgrounds, starting from professionals in the field of hydrology, transportation, economy, economics, ecology, having finished in social psychology, who, thanks to the multifaceted look at the issue of revitalization of the Lower Vistula section of IWW E40, will prepare, support and present opinions on implementation of the objectives set out in the document.
Cooperation on the revitalization of IWW E40 aims to popularize the ideas and knowledge about comprehensive possibilities of utilization of the Vistula, maintaining all the environmental, social and economic priorities. It should also help to increase the economic attractiveness of regions located along this section and affect the growth of interest in the utilization of transportation and hydropower potential of the Lower Vistula.
The purpose of the meeting was to present the state of INWAPO project concerning the inland waterways and seaports modernization, initiative of Pomeranian River Cluster construction, leadership of the Kujawsko–Pomorskie Voivodeship in the second half of 2013 in the Convention of Marshals, where one of the main topics will be water management and social action of “Dziennik Bałtycki” magazine “Secondly – Water expressway on Vistula” along with planned for 3 June 2013 conference under the same title, which will take place in Gdansk.
One of the important point of the meeting was also discussion on suggestions for implementation of international projects for IWW E40 and the status of implementation of flood protection directive, in which the delay in implementation will suspend the planning and execution of investment in water infrastructure of Polish rivers. The participants of the conference have also made the analysis of national strategic documents on issues of water management.
Attention was drawn to the difficulties in the development and subsequent implementation of flood protection programs for the Upper Vistula (developed), Middle Vistula (in preparation) and the Lower Vistula (no development, in exception of the Program of Comprehensive Flood Protection for Żuławy). Furthermore, approval was expressed for the Warmia – Mazury Voivodeship, which declared a desire to join the IWW E40 Initiative. Finally, the host of the meeting – Kujawsko – Pomorskie Voivodeship invited individuals interested in water topics for a series of events “Course for Bydgoszcz 2013” and workshops on Polish waterways titled “Rivers and their role in multimodal transport.”
