The meeting was commenced with a visit to the Yndzel marina in Drawsko and a short cruise to the water gate in Krzyz Wielkopolski on the ship Lokietek, which belongs to the Inland Navigation School Complex in Naklo on the Notec.
The debates with the representatives of the Ministry of Maritime Economy and Inland Navigation, and of the Regional Board of Water Management in Poznan were joined by the municipal representatives from the provinces of Warminsko-Mazurskie, Kujawsko-Pomorskie, Pomorskie, Wielkopolskie, and Lubuskie, as well as from the districts of Czarnkowsko-Trzcianecki and Nakielski, and the towns of Drawsko and Wielen, as well as the Association of the Notec Cities and Municipalities. The aim of the meeting was to continue the talks from June 1st, 2016, which took place in Torun and concerned the possibility of joint actions and working out solutions for restoration of navigability and economic use of the waterways in Poland – including the Polish section of the E70 International Waterway – taking into account the changing legal and organizational conditions. During the meeting a plan for the development of inland waterways, its funding and investments, in Poland for the years 2016-2020 with a prospect for 2030 was presented. The process of ratification of the AGN Convention by Poland was also discussed. The planned change of the Water Law act and the work related to the development of a feasibility study for the modernization of the Oder Waterway along with the construction of new connections (Kozle-Ostrawa and the Silesian Canal) as well as for the Vistula waterway from Gdansk to Warsaw were also discussed.
The key question of the meeting was the significance of the E70 International Waterway on the list of inland waterways in Poland, including its “bottlenecks” and planned investments, which were presented in detail by the Regional Board of Water Management in Poznan.
On the eve of the meeting, October 10th, 2016, in Kwiejce there was also a meeting of the E70 International Waterway Interprovincial Committee. The members discussed the state of the implementation of the agreements and the E70 action plan.
