The concept for the revitalisation of the Polish section of the IWW E70 was adopted. Work on the development of the concept had begun with a meeting of the marshals of the six voivodeships in Kadyny on 26 July 2008.
The team working on the concept estimated the value of all necessary work to be completed on this waterway at nearly PLN 8 billion.
Out of this sum over PLN 1.1 billion will be assigned to the adaptation of the Oder – Vistula section of the waterway to meet the technical requirements of class II waterways and to its appropriate marking. Repair works of the lower Vistula will cost PLN 3 billion. The cost of the groynes alone, to maintain the stream channel, will amount to about PLN 1.75 billion. There are in total 2800 groynes (spur dykes) and, with the present tempo of repair works, their renovation will take as long as 140 years! The works on the Szkarpawa River are estimated at PLN 360 million, and the projects on the rivers of Nogat and Wisła Królewiecka are bound to cost PLN 115 million. The cost of the construction and reconstruction of ports and logistic facilities along the waterway are estimated at PLN 2.1 million, and the necessary measures to develop a network of site infrastructure for tourism will amount to approximately PLN 1.3 billion.
Anna Wypych-Namiotko, Under-Secretary of State at the Ministry of Infrastructure, accepted the Memorandum of the five Marshals on behalf of the Government.
